Knowing who to call is most of the job. An operator can take a one line ICP and turn it into a list that is worth dialing, and can tell you when the list is the problem.

How to hire an outbound operator
Outbound is the one function most teams buy as a service before they ever hire for it, and the two are not the same purchase. This guide covers the difference, what to screen for, and the cases where you should not hire an operator at all.
What is an outbound operator?
An outbound operator is the person who runs your top of funnel end to end: builds the target list, runs the email and call sequences, keeps the data and the CRM clean, and books qualified meetings into your closers' calendars.
The word people search for is usually appointment setter or cold caller. Those names describe one task, the booking. Operator describes the whole loop, and it is the loop that decides whether the booking happens at all.
How is this different from an appointment setting agency?
An agency owns the outcome and rents you the result. You pay per meeting or a monthly retainer, the agency uses its own data, its own domains and its own people, and in most cases you never meet the person dialing on your behalf.
Hiring an operator inverts all of that. The person works your list, from your domains, inside your CRM, and reports to you. You own the asset that gets built: the data, the sequences and the learning about what your market answers.
When is the agency actually the better choice?
When you need meetings this month and have nobody to manage the work. An operator is a hire, and a hire needs direction, a target list and someone to review calls. If nobody on your team can give it that, the operator will underperform and it will look like a bad hire when it was a bad setup.
It is also the better choice for a short test. If you are validating a single new segment over six weeks and will stop either way, renting the motion is cheaper and faster than building it.
Hire the operator when outbound is going to be a permanent channel, when you want the data and the playbook to stay with you, or when the product needs a real conversation rather than a script.
What should I screen for in the interview?
Run a live call. Not a role play of a discovery meeting, an actual cold opener against a real objection. Fifteen seconds tells you more than a page of resume, and it is the only reliable filter for English under pressure.
Then ask for one campaign they ran end to end and make them walk the numbers: how many contacts, what connect rate, what booked rate, and what they changed after week two. An operator answers with numbers and a decision. A dialer answers with effort.
Red flags in outbound operator candidates
Effort instead of numbers. When you ask them to walk one campaign end to end, a candidate who talks about how hard they worked but cannot give the connect rate, the booked rate or what they changed along the way is a dialer, not an operator.
Someone else's list. Ask how the list for their last campaign was built. If the answer is that it arrived from marketing or a manager, they have never had to decide who is worth calling, and they will not tell you when the list is the problem.
Deliverability as a mystery. A candidate who can write a sequence but cannot explain domain warmup, inbox rotation or how they kept out of spam has probably run campaigns whose emails never arrived.
The objection that ends the call. On the live call, push back on the opener. Someone who repeats the pitch or goes quiet will do the same with every prospect who says no in the first seconds.
Meetings with no handoff. If they count every booked meeting as a win and cannot describe the qualification criteria or the notes they passed to the closer, your closers will inherit meetings they cannot work.
Which tools should the person already know?
Match the stack to your motion rather than to a checklist. Call-heavy motions need a dialer and a CRM the person already lives in, typically Salesforce or HubSpot with Orum, Aircall or RingCentral on top.
Email heavy motions need data and deliverability: Apollo or ZoomInfo for contacts, Clay for enrichment, and a sending tool with domain rotation such as SmartLead or Instantly.
Verify the tools per candidate. Self-reported tool lists are the least reliable field on any profile in this role.
What does good performance look like in the first 90 days?
Weeks one and two are setup, not output: list built, sequences written, domains warming, CRM fields agreed. Asking for meetings in week one is the most common way teams break an outbound hire.
By week four you should see consistent activity and the first booked meetings. By week eight you should be arguing about quality, not quantity, which means the channel is working. By week twelve the operator should be proposing the next segment rather than waiting for it.
How much should I pay an outbound operator?
The honest answer is that it depends on three things and none of them is a table you can read off a page: the seniority you need, whether the motion is call-heavy or email-heavy, and the country the person works from.
